The property of the late Adrian Turner, who sold bat houses out of his Route 3 home before his death last year, apparently has been flying in the face of the city's zoning codes for more than two decades.
City Planner Wayne Marshall, in his recommendation to the City Council May 3 to turn a blind eye to faults of the property, called it "nonconforming" and "illegal."
