Nailing down the city budget for 2015-16 took longer than any in recent memory, according to several city officials. The extra work resulted in savings of $223,483 from an earlier draft, but on balance property taxes will still go up and less money is likely to end up going into surplus at the end of the year, City Manager Joe Slocum said.
